Final Fantasy--pretty much all of them had good music.

But for a PC game, the best is the opening of Sid Meier'S Civ IV: "Baby Yetu." (Don't know if they use this on Civ Rev--I haven't played that yet.)

Also liking the Shadow of the Colossus soundtrack, and other soundtracks like that.

Other than that mostly games with an oldschool appeal to the music. I love C64/Amiga-music, and 8-bit music almost as much. Some games on the DS, like Phoenix Wright and the Castlevania titles are good on that aspect, with the Castlevanias actually using some of the melodies of older games in the series, a wonderful homage to those great games. I'm sure the new Megaman will have great music too.

I don't think you'll get many honest answers because people will have what I call the G4 complex. They'll vote for the game they like the best despite that game may have a flaw in that area. (Like GTA4 being original..)

My vote? World of Warcraft. There is one quest you turn in that makes the Forsaken Faction Leader belt out this REALLY beautiful song. The songs are just so high quality the ambiance of Warcraft is one of the top three things about it.

A special mention I forgot to give:

The Spaghetti-Western stylings of "Hidden Village" from Legend of Zelda: Twilight Princess. It was catchy as hell, and fit both the village and the sniping mini-game so very well.

Any of the music from the silent hill series, Akira Yamaoka is a musical genius.

Also anything by Nobuo Uematsu as already stated.

I have the entire MGS4 soundtrack on my iPod and listen to it pretty much constantly. The sickest part is being able to close my eyes and actually see the section I would be playing to whatever song is on... but personally I think that's fucking awesome when used under the right circumstances.

Primal for the PS2, band called 16volt did the entire soundtrack. Slightly electronic punky metally angry guitar music. I like!

Also Prince of Persia: Sands of Time. I like also.

Back then, I thought Revenge of Shinobi had the best musics on the Sega Genesis.
I would say, I really liked the soundtrack from Silent Hill 2. Awesome.
Stella Deus and Culdcept Saga has a coule good tracks.

There's one particular song in Half-Life 2 Episode 2, right near the beginning. It's the fight with the Antlions defending Alyx. The song is called Vortal Combat, and it's probably one of the best songs to be played mid-game that I've ever heard. There's other good ones in Half-Life 2 as well, but that one is the best in my opinion.

I also liked Blow Me Away in the Mausoleum fight of Halo 2. It's there without lyrics, and the song fits the pace of that battler perfectly; calm opening and observation for a few seconds, then bullets and rock start flying. Song winds down as fight finishes.

Streets Of Rage 2. Not Streets of Rage 3. Yuzo Koshiro's character select music from that game makes me mute the TV immediately. But SOR2 is amazing.

Ristar, Dynamite Headdy, Sonic 2, 3 and S&K. Wonderful. I have to say I also like Vandal Hearts 1's battle music. Very compelling, I'd love to hear a remix of that.

There's a track from Columns that I rather like, especially the remix from Sega Classics Collection. And I have to say it: FFVII. The OCRemixes are amazing but the originals often send shivers down my spine... amazing.

Final Fantasy VII definitely. Listened to the full soundtrack at work yesterday, think its about 6 hours long, brought back tons of memories and made me want to play it yet again :)

Despite the fact that I didn't like Guitar Hero 3 as much as Guitar Hero 2 (screw you Neversoft!) I did like the tracks from number 3 the best. Knights of Cydonia and Number of the Beast are my favorites.

I would definitely have to go with the music of Nobuo Uematsu. Really great pieces of work, perfectly set to the games that they are made for. Also, the soundtrack from The Legend of Zelda games is usually pretty good. More so of course in the dungeons of the games from Ocarina of Time and on.

He did some tracks for Brawl, so there's definitely the possibility of him doing more for Nintendo :D

Although I'd rather they axe the Metroid series after one more game. I don't want it going down the same path as Mario is.

I agree with pretty much everyone's lists, I just wanted to add that I loooooove SaGa Frontier II's music. Note to JRPG Developers: multiple non-boss and boss battle themes in a game = a good thing.
