I think something is wrong when you get kicked out of "all you can eat". And it's not wrong with the restaurant. I've eaten two pounds of shrimp and the people were plenty happy to give me more, if I asked.

Huh, it seems I'm in the minority for agreeing with this guy. If the resteraunt sets up an all you can eat buffet, there is going to be the occasonal person who takes all they can eat. Deal with it.
Maybe it would be different if he was throwing up in the bathroom to *ahem* make room for more, but if he's just eating... well the resteraunt could always up the price for the buffet if they're going out of buisness.

There's no authority that goes "Right, this fish is worth $2.25, if someone has paid $9, then they have paid for 4 fish, no more, no less." In fact, as it turns out, prices are set purely by the people involved in the transaction.
If it's an all you can eat restaurant. And you've paid for all you can eat, then the amount you've paid for is all you can eat. Why exactly should the restaurant be able to say "Actually I know we said that it was all you can eat, but you can obviously eat too much, so we not going to let to eat any more, even though you paid to be able to eat all that you can."?

I admit the restaurant are to blame for not being completely stocked but its no use throwing a fit and calling them all failures if they dont have any more fish. There is nothing that can be done. Was he still hungry after 20 fish? If so then yes, shame on the restaurant but I really doubt thats the case - in which case its pure greed.
Ordering A meal and only getting a portion of it is different to ordering an undetermined amount of food, getting more food than should be eaten in a day by any human, and complaining about the lack of food. My family (myself included) have been kicked out of an all you can eat seafood buffet because they were eating too much. (Almost every member of my family weighs over 300 pounds and they can really put it away). Since we really had eaten a ridiculous amount of food, we complied and left.
We didn't sue...actually, my grandfather and uncle loved to brag to people that they were kicked out of a buffet for eating too much because they just thought it was funny.

Yep, they do it, you have no idea how confused I was the first time it happened, though it doesn't really happen too often as I have only seen it happen 2 times, but the other guys were like "AGAIN?! Ugh.." so yeah, that's a thing.
When you have a tab at a place of business, theyve had trouble with you before, and youre making no motion to pay the tab, I dont think it should be surprising when youre refused service, especially in a case like this, where the place of buisness bends over backwards to accomidate you despite you being a dick (which they are, cause I know if you tried this at half the places around here they'd give you a smile as your ass got bounced).
