Heh i watch a lot of anime (A LOT) (yuo wnat nubers? ^^) and the first one who came to mind is
Sagura souske from the Full Metal Panic Series. Ecpecialy in fumoffu. I know others to :P

^Edit. yeah he was pretty likeable but i still like others more.^

QFT. One of the best characters developments I have witnessed in a story, though my favorite anime character is Shinji. The story put most of the focus on him, so he is more detailed.

he's a close second, he's hilarious while still being bad-ass, (especial in the episode with his sister)

Shinji Ikari is a an excellent character, but he alone in the cast doesn't evolve much as the series goes on. (And what he did at the start of End Of Evangelion disgusts me, although i wasn't that surprised.)

I don't watch much anime, but out of the series I've seen Piccolo is kick ass from Dragonball/Z/GT, and Death the Kid from Soul Eater is mint as well.

Of all time:

Mugen from Samurai Champloo (my favorite anime, also). Because he's probably everything I could ask for in a character. A dude who just doesn't give a fuck, he can breakdance, and kick ass usually barehanded at anytime. Despite the fact that he was illiterate for the majority of the series, he was just bad ass, and he had a troubled past, survived being shot something like four or five times, and I could keep going. Mugen. Badass. The best of all time.

Kuwabara from Yu Yu Hakusho is the most magnificent man to ever bless the screen of anime, btw. I don't care what anyone says. That is not a joke, Kuwabara is the coolest motherfucker from that show. Hiei, emo goth punk... Kurama? Gay. Yusuke? Typical main character punk. Kuwabara? Awesome. And he bones Hiei's sister.

Kaneda
and
Colonel Shikishima.

Kaneda because, well, he's Kaneda. One of the few hero's with normal abilities and a vaguely human personality.
The Colonel because despite being portrayed as a bad guy to begin with, he's only ever trying to the right thing. Which is depressingly rare even in fiction.

Not Manga/Anime at all but
Harris and Malloy from the Ten Seconders. (it's still a comic)
A Priest and a Welshman save the world from angry Gods with nothing but swearing, luck and two grenades attached together with string.

Light Yagami. A good villain is one you can sympathize with, but this time I wanted the villain to win. He's also an evil genius, not the kinds that build mechs and other war machines from hell, but one who can prove just how smart he is by showing us his thought process and getting himself out of trouble with the world's smartest detective.

I know the characters from Dragonball aren't exactly brilliant, but I've only seen bits of it and Piccolo struck me as one of the better ones.

The only one out of a whole ninja village that actually kind of behaves like a ninja should.

I'm tempted to say Near from Death Note... but the anime counterpart was poorly done.
Same with Fruits Basket, though I guess Shigure survived the Animemization.

Screw Piccolo, Mr Popo and Yajirobe win as one is basicly a Jack Black role waiting to happen

Sorry, its just Picollo is everyone's favorite character "at first" until he is suprassed in power by just about every other major character.
