I tend to agree with the latter, that man is inherently 'good' so to speak, but their freewill, independence and general altruism are beaten down by society, culture and peers. As far as these games go though, one setting is a post-apocalyptic hell and the other is a wild frontier. I suppose they have their similarities, but the first would clearly be harder to live in, and when everyone is struggling simply to survive, then people are bound to be more hostile.
