City of Heroes lets you wander around the gameworld, busting thugs. Some are vandals. Some are mugging people. Some are breaking in to buildings. And some are… well, they’re not doing much. They seem to be standing around, minding their own business.
But that doesn’t mean the game won’t let you swoop in and give them a ferocious beating. It’s the creed of every noble hero:
